The Online Access Act (OZG) aims to make future interactions between citizens, businesses and the administration faster, more efficient and more user-friendly. Accordingly, the law requires federal, state and local administrations to provide administrative services in digital form via administrative portals.
In the OZG implementation catalogue, the services are divided into life and business situations, as well as overarching thematic fields.
There are two digitisation programmes:
In the "Federal Digitisation Programme", all services with regulatory and enforcement competence are digitised.
In the "Federal Digitisation Programme", it is the services with regulatory and/or enforcement competence that are digitised.
The departmental state tandem is a division of labour between the federal government and the states for the "Federal" digitisation programme. Lead federal states develop solutions for the OZG services and are supported by the lead federal department. The results are made available to other federal states for subsequent use in order to achieve nationwide availability.
Finally, it is not only important whether all administrative services are available online, but also how high the acceptance and use is among citizens.
